BEFORE: JONES and KRUPANSKY, Circuit Judges; and CELEBREZZE, Senior Circuit Judge Per Curiam The issue in this appeal is whether the district court was clearly erroneous in finding that the owner of Burg's Market had received a letter warning him of the consequences of further violations of the Food Stamp regulations. Burg's Market is owned by Ahmad Salti. In April of 1983, the Department of Agriculture sent an official warning letter to Mr. Salti telling him that, given his former violations of the Food Stamp regulations, further violations might lead to his store's disqualification from the Food Stamp Program. This letter was sent to Mr. Salti at his store's address by certified mail return receipt requested. Although the address typed on the letter gave the market's address as 1059 North 79th Street, the return receipt card had the address typed as 1059 East 79th Street. Burg's Market is actually on East 79th Street. A warning letter was also sent to Mr. Salti's attorney (at that time) by certified mail return receipt requested. The receipt cards from both letters were signed and returned.
